Owner polls

Advisory poll of St. James's Village owners. Not an official association vote. Binding decisions - elections, removals, budgets, assessments, CC&R amendments, termination - run through the association's own secret-ballot process under NRS 116.

What it is

A verified, one-vote-per-lot advisory poll with attributed or anonymous comments, packaged into a dated report and delivered to the board, the manager and - where relevant - the Ombudsman. A poll where every vote is tied to a verified parcel, turnout is stated as a share of all lots, and every comment is timestamped is evidence the board can't wave away. It becomes an association record once delivered (NRS 116.31175).

What owners will receive

A receipt with a ballot hash. After close, the report lists hashes only, so any voter can confirm their ballot was counted without revealing how anyone voted.

What the board will receive

One PDF per question: the question as asked; the window; the result with turnout both ways; the method; comments grouped Support / Oppose / Other with the attribution chosen; a one-paragraph requested action; and the receipt-hash appendix. Delivered to the manager and board with a request that it be entered into the record and placed on the next agenda under owner comment (NRS 116.31083). Posted here the same day. Every board response - and every silence - is logged.

Starter questions

Draft wording, subject to two-person review:

  1. Should the board rescind the Sept 1, 2026 Schedule of Fines pending written review by association counsel?
  2. Should speeding fines be enforced before the "speed tracking system," its calibration, and the evidence standard are published to owners?
  3. Should the board staff the gates 5 pm – 7 am, funded from the existing operating budget, before any new assessment?
  4. Should the board publish the current reserve study and reserve balance within 30 days?
  5. Should the board pursue transfer of the untransferred developer-held common land and sales center to the association?
  6. Should the association hold a special owners’ meeting on the fine schedule and gate performance?

If ≥10% of lots say yes to the last one, that's the signal to circulate the paper petition under NRS 116.3108 - e-votes are not signatures.

Integrity notes

Status

Specified; not yet built. It depends on a verified owner roster, which is the current prerequisite. The first poll - on the fine schedule - will run as a pilot with a 10-day window before a board meeting.
